If the existing plaster is sound, a skim is enough. If it's blown, cracked or sagging, boarding gives a solid new surface. Cee will tell you straight which one you need.
Yes. Over-boarding is often quicker and less messy than pulling the old ceiling down. Cee checks the ceiling first to make sure it's safe to board over.
A typical room ceiling usually takes one to two days to board and skim. You'll get a timescale with your quote.
