Often, yes. Hairline and settlement cracks can usually be cut out, taped and skimmed. If the ceiling is sagging, loose or badly water-damaged, replacing or over-boarding that section is the longer-lasting fix.
It depends how far the damage has spread. If the board or plaster is still firm once dry, a patch and skim is usually enough. If it's bulging, soft or has come down, that section needs new board. Cee will tell you which after seeing photos or the ceiling itself.
Yes. Small areas can be repaired in place. Where a lot of the ceiling is loose, the usual fix is to over-board with new plasterboard and skim, which avoids the mess of pulling the old ceiling down.
